What can be published

Six selected state laws were enacted in 2026: Alabama, California, Iowa, Oklahoma, Tennessee and Utah. Minnesota’s longstanding early-years screen restriction belongs in the 2024 baseline and remains shown in 2026. The maps illustrate the dates of these documented laws. They do not establish that the national number of states with restrictions rose from one to seven.

All 50 states and D.C. and the same purposive panel of 35 districts were searched for current and historical material. Search coverage is not an exhaustive legal inventory. Historical versions remain incomplete for many districts; no national district net-growth total or percentage is supported. The final maps therefore show state laws only. District before/after evidence appears separately, rather than shading whole states as if district policies were statewide.

Baseline: December 31, 2024

Recommended as a post-initial-ChatGPT-response baseline. A 2022 snapshot predates the main student GenAI response; 2023 includes temporary blocks and reversals; 2025 provides a shorter interval without solving historical-version gaps. This is a methodological judgment, not evidence that 2024 was policy-free. Both maps use enactment by the snapshot date, not implementation. The elapsed period is about 21 months, not two complete calendar years.

Scope and coding

Include instructional screen exposure, school-issued device access and substantive student-facing GenAI access conditions. Exclude ordinary personal-phone bans, general social-media laws, routine cybersecurity/privacy/filtering requirements, staff-only AI rules, academic-integrity-only rules and commissions. An approved-tools-only AI rule can qualify, but cannot automatically be treated as a newly introduced restriction: older access conditions must be recovered.

A local-policy mandate is not a blanket ban; a parent opt-out is not a general prohibition. Enactment, legal effect and operational start are separate fields. Utah’s proposed R277-334 details are not presented as enacted. Proposals are omitted from both maps to keep the legal-status comparison consistent. Florida’s adopted AI rule is excluded from the enacted-law maps; its final effective date remained unresolved. Pending NY/NC bills and other excluded leads remain in the evidence file. Gray means no selected law shown, never no restrictions.

Historical AI findings that prevent an exaggerated growth story

LAUSD already had an under-13 GenAI restriction in April 2024. Houston’s original 2024–25 guidance also imposed age/grade limits and approved-tool exceptions. Chicago’s July 2024 guidebook already required vetted tools; its version history records a relaxation of the Gemini age threshold in January 2025. NYC’s 2023 temporary ChatGPT ban was reversed; that reversal does not prove that every student AI tool was unrestricted in 2024. East Penn, Gwinnett and Prince George’s County had 2024 AI guidance or policies, but original operative access clauses were not all recovered. None may safely be counted as an entirely new restricted district on the basis of a 2026 page alone.

Source handling and limitations

Primary legislative, education-agency and district/board materials control mapped claims. Official post-signing summaries support the narrow California claim because final chaptered text could not be retrieved. BoardDocs intermittently returned 403 for the Fairfax historical PDF after an earlier successful retrieval; its report was dated May 23, 2024, with the all-student 1:1 inventory on presentation page 5. No access control was bypassed. Current web pages are not automatically backdated to adoption dates. No press headline alone establishes enactment or operational limits.

These are selected documented policy changes, not an exhaustive national census, a causal evaluation, or a measure of how much technology students actually use. No inference about policy effectiveness follows from the map. The image includes enacted requirements starting in 2027. A claim that the techlash has universally moved from personal phones to school technology is stronger than the evidence: the supported statement is that new restrictions also address school-provided technology.

Visual specification and final review

2160 × 2700 pixels; RGB PNG and high-quality JPEG. White/off-white editorial background, restrained serif headline, one map color plus one district label accent. Same geography, scale and coding at both dates. Alaska and Hawaii use Albers insets. Geographic area is not enrollment. Map geometry: us-atlas v3 states-albers-10m.

Strength: the two dates, six new laws and concrete Fairfax change are readily visible. Remaining limitation: a casual reader may still infer national completeness; the on-image “selected documented laws” and gray-state caveat must stay. Verdict: publishable as a selected-policy illustration with this caption and audit, not as a national growth census. Stop design revisions unless they correct evidence or improve legibility.
