Method & accountability
Evidence first. Uncertainty visible.
What is counted
One record describes one distinct policy action. A single law can generate multiple actions. The database has 230 published records, including history and proposals, and examples from 17 distinct districts. Record counts measure the collection, not policy strength.
State colors reflect statewide evidence; separate blue markers show selected district examples. “Binding policy” includes requirements to adopt local rules or issue guidance; it does not necessarily mean a statewide ban. Required instruction, required course offerings, standards, recommendations, and optional support have separate labels. Policy documents do not prove classroom delivery.
What remains open
All 51 jurisdictions have the same 16-dimension evidence checklist: 188 of 816 cells currently link to published evidence. Other cells are research gaps, not negative findings. Proposals are labelled separately from adopted actions.
This is an AI-assisted, dated research snapshot, updated through published releases. The update log records actual changes; source dates and implementation dates appear separately. The map and state summaries show findings reviewed against official sources. Records awaiting review are available separately in the policy explorer. Complete research downloads retain both groups. The working research workbook may lag published releases.
How evidence is reviewed
- Use research trackers and source registries to discover leads. Verify publishable claims against enacted law, official agency guidance, standards, or district documents.
- Identify the actor, grades, authority, exceptions, legal effective date, and implementation deadline. Do not treat a proposed bill as an enacted requirement.
- Classify the action and link it to the relevant coverage dimensions. A standards-development requirement is distinct from a requirement to teach students.
- Preserve superseded records as history. Where a source or date remains unresolved, show the gap or withhold the claim. Older baseline records retain their source review date; a classification audit does not imply every source was freshly re-opened.
Review of current records and gap mapping covers the national collection, but exhaustive primary-source and district audits remain unfinished. The state profiles expose the same checklist used in the research sheet.
The research question
This work centers on K–8 foundations, AI understanding and student agency: what children are expected to learn, how expectations progress by age, and what helps teachers deliver them. Use restrictions supply relevant context. Curriculum leaders, instructional coaches and teachers are the primary audience.
Robert Dickson’s research is a useful reference for the wider policy landscape and overlaps in CS and AI literacy. This tracker uses its own source-linked records, grade-specific briefs and delivery questions; it does not reproduce his scores or classifications. Read the learning and agency study.

October 4 audit: completed checks and open evidence
The interface and inventory were reconciled across all 50 states and D.C. This is a source-linked research collection. It is not an exhaustive census of every state topic or district policy.
- 51 jurisdiction profiles and 816 topic-coverage cells checked for references and scope.
- 206 policy-action records have a recorded substantive review against official sources; 24 await review. The map, comparisons and state summaries use reviewed findings. Reviewed means AI-assisted source review, with the review date shown; independent review remains open.
- 230 policy-action records in the current inventory. An action row is not the same unit as a law or district policy package.
- All 153 original source URLs were checked: 127 reopened; 26 had retrieval problems. The log preserves the original result, even when a replacement source is later added.
- Opening a source is an availability check. The substantive review date and evidence level belong to the individual record; carried-forward claims are explicitly labelled.
- The historical register separates six selected 2026 state enactments and nine 2026 district packages from older policies. These event counts are not a national net-growth estimate. Download the publication release and audit.
Known open work: independent claim review; unresolved personal-device findings; remaining source repairs; district census coverage; and verification of local implementation, awards and classroom outcomes. Gray map areas are never an absence finding.
