Which districts have we checked?
A named research universe makes the gaps visible. Search the district, see the evidence and check what remains unresolved.
The expanded panel uses the 100 largest systems in the NCES 2022–23 enrollment table, plus six districts from the original comparison panel. This fixed, pre-2024 ranking supports repeatable historical research. It is not a claim that these are the largest 100 today.
Search coverage is broader than verified policy coverage. The 71 added systems received current, 2024 and 2025 discovery searches. Seven current findings have passed primary-source review. The new historical searches emphasize AI; a full screen/device/AI document audit is unfinished. A missing finding does not mean unrestricted use.
The 2024–2026 comparison keeps its original 35-system universe. Adding newly found policies to the current snapshot does not establish policy growth.
